In March 2007, Dr. Gill was named Commonwealth Professor by the University of Massachusetts’ Board of Trustees. From January 1995 to August 2006, Dr. Gill held several senior administrative positions with the Massachusetts Board of Higher Education and from January 2000 through August 2006 she was the Commonwealth’s Chancellor of Public Higher Education.
Dr. Gill is a 1972 graduate of the University of Massachusetts Amherst. She earned a Master’s in Public Administration from the University of Washington in 1977 and a Ph.D. from the University of Michigan in 1987.
She has served as a higher education policy analyst and researcher for the public colleges and universities in the state of Washington and throughout the 15 western states as Director for Research and Policy at the Western Interstate Commission for Higher Education. Her scholarship includes research on public higher education policy analysis and she has conducted numerous research studies and authored policy reports on performance measurement, teacher education, and economic development.
Dr. Gill teaches courses in higher education public policy and higher education governance and administration.
