Holgate is currently a doctoral candidate in the Public Policy program at the McCormack Graduate School of Policy Studies. She has experience in applied policy research relevant to employment services, workforce development and organized labor. Most recently she co-authored a report about the challenges that working people encounter as they attempt to enter the workforce through entry-level positions and the challenges posed by the new economy titled, "Entry-Level Workforce Investment Feasibility Study."
