Brooks is a social worker whose policy and advocacy interests include linking HIV-specific policy to social policy areas that affect the lives of the poorest and most-marginalized people in society, including the lack of equitable educational and economic opportunities. He also seeks to better understand the roles and responsibilities of the Commonwealth for the successful transition of children in its custody to adulthood. Brooks is a member of the Presidential Advisory Council on HIV/AIDS (PACHA).
