William Gilligan has a master's in divinity and a master's in social work. He is a training consultant to the Department of Children and Families and a trainer for the CORE Competency Training for new social workers. He also trains staff and foster/adoptive parents in the certificate program for the Department. Gilligan also teaches Child Welfare Policy in the undergraduate program at Northeastern University. He is a training consultant to the Children’s Trust Fund and trains on Shaken Baby Syndrome. He is an instructor and practicum supervisor at UMass Boston Alcohol/Chemical Dependency Treatment Services Program.
