Dr. Cromwell has led more than 75 Centers for Medicare & Medicaid Services (CMS) -funded studies as well as served as Co-PI for several congressionally mandated evaluations. Dr. Cromwell has evaluated the impact of Prospective Payment Services, physician referral patterns, DRGs, hospitals and specific patient care issues concerning the elderly, ischemic heart disease and health disparities. He has conducted analyses of over 30 Medicare payment reform demonstrations including single global payment to hospitals for heart bypass surgery, financial incentives to reduce residents in New York, physician owned hospitals, and commercial and provider-based disease management. He continues his 1980s research supporting equitable Medicare payment to nurse anesthetists with more recent evaluations of the cost-effectiveness of CRNA services without physician supervision. He directed a research team that adapted Medicare’s hospital DRG system to members covered by public employees and Medicaid in West Virginia. His current research interests include evaluations of Medicare’s payment penalties for hospital acquired conditions, payment support for medical homes, and revisions to the Medicare Fee Schedule based on objective data.
