BEACON was designed as an ongoing panel study, in which individuals were surveyed repeatedly on their smartphones or computers so that changes in sentiments and situations can be identified.  A probability-based sampling design allowed for representation of Boston’s residents as a whole as well as in each of its 25 neighborhoods. 

The panel design of BEACON was used to conduct flash polls on critical issues.  See the Childcare Flash Poll Report for an example.
